The informal negotiation was held at a high-tech hotel near the National Building, a non-official commercial hotel designated by the government.

The vice president had prepared a lavish dinner, but Maxwell directly declined.

In the meeting room, Maxwell, dressed in a black jacket, looked up at Vice President Silvan Simmons and then at Theodore.

"My time is limited, Vice President Simmons, Mr. Theodore... I have also brought some cooperation data between Cynea and your country over the past five years that also includes collaborative projects."

Maxwell's secretary immediately placed several documents in front of Silvan and Theodore.
