Louis said emotionally, "N-No, it's from HQ. I think I might be getting some good news..."

As government officers, they were the most afraid of calls from Internal Affairs, but they welcomed calls from HQ. If the former wanted to see them, that meant they were toast. However, if the latter wanted to see them, it usually meant a raise or a promotion.
