There were two reasons why Louis called Isaac.

The first one was to inform him about Shawn and his subordinates getting arrested. The other one was in hopes that Isaac would act fast.

No matter what relationship he had with Connor, Maxwell would definitely come after him once he arrived in Cloud City. He had personally called him to tell him to deal with this issue properly.

If Maxwell said a few words to some other officials in Pecling, Louis would plunge into the abyss.
