Ryosuke had already told Thomas and Pisces about things between Sky Dog and Kazuo in detail. Therefore, if Sky Dog really ended up coming, Thomas would not be willing to kill him because he knew that Sky Dog was not dealing with them out of his own will.
Thomas also knew that after completing this mission, Sky Dog would stand against Kazuo like him and even kill Kazuo.
