The rain was getting heavier, and it was pouring down. A sedan was making its way to the building of the chief officer in charge’s office in the Southland District. After it stopped, a middle-aged man in a professional suit walked out.
He was the deputy director of the Water Resources Bureau, Conrad Hart. He was getting ready to sleep in his home when he suddenly received a call from the chief officer’s office, telling him that they needed him to come over immediately.
Conrad knew that there must be something big, so be instantly dressed up and drove over in a hurry.
As soon as he got out of the car, a police car drove up to him. A man in a police uniform then exited the car. He was Hambrick Smith, the deputy director of the Police Department.
“Mr. Smith, you’re here too?”
