To sum it all up, the authorities no longer wanted to be in charge of the alliance, so they planned to elect a leader to manage it. They had stumbled upon the Scepter of Athena project by chance. There are no proper and effective means to bring in revenue. You have to feed a bunch of people that can’t even do their work properly and deal with the operations management as well."
