According to the rules, Thomas was an ‘outsider'. He was not supposed to be allowed to participate in any government-related meetings. But Vincent had an immense amount of trust in Thomas, plus Thomas was once the chief officer in charge of Southland District with a certain amount of prestige. His addition to the meeting greatly boosted everyone’s confidence.

“Arrange a seat for Mr. Mayo.”

“Yes, sir!”

The policeman arranged a seat for Thomas right beside Vincent. It seemed like he was the second in command of Southland District, but no one had any issues, even if he was not.
